Owner Occupied Housing Rehab Loan

Owner Occupied Housing Rehab Loan Program offers loans to homeowners within the corporate limits of the City of Davenport for the correction of existing and potential Housing Code violations.  The program does not preform work on basements or foundations.  Household must meet income, assets and properties limits set by HUD.  A mortgage and promissory note secures all eligible and approved loans.

Exterior Accessibility Grant Program

Exterior Accessibility Grant Program offers grants to homeowners and renters (with landlord approval) within the corporate limits of the City of Davenport for the installation of exterior ramps, when applicable, and other accessibility options when necessary in order to improve access to the home. Household must meet income, assets, and properties limits set by HUD.  Grant funds are limited; this is a one-time grant for each eligible and approved recipient.

Urban Homestead Loan Program

Urban Homestead Loan Program offers eligible home buyers who meet income and asset limits set by HUD the opportunity to own a home utilizing the program as a lender or providing funding through their own lender.  Homes are rehabbed and built by the program as funding allows.

Small Business Loan Program
The City of Davenport Small Business Loan Program (SBLP) is designed to assist small businesses that are creating new jobs in our City. The Small Business Loan Program offers low interest loans of up to $20,000 for qualified business owners. More information on the Small Business Loan Program can be found here.
Urban Revitalization Tax Exemption

The URTE program's objective is to encourage private investments in targeted areas of the city by providing an exemption on the increase in property taxes resulting from improvements. The URTE program works as an incentive to help reinvigorate Davenport.  The program was established to help soften the burden of high property taxes that can result from improving a home/property.

DavenportNOW

Davenport NOW is a tax incentive for new construction of single family residential or non- residential commercial properties as well as the rehabilitation of all properties within the City Service of Davenport. The rebate is for 50% of the City's portion of the taxes for ten years based on the increase in assessed value from construction.

There are three ways to receive your Davenport NOW benefits:

  • One lump sum
  • Rebates spread out over 10 years
  • 13 years of rebates utilized for a college savings plan
