The City Plan and Zoning Commission is a fifteen-member citizen board appointed by the Mayorwith confirmation by the City Council. Appointments are for five years and are staggered. Members serve without compensation. The Commission holds regular monthly meetings, which are preceded by a public hearing and committee meetings. Standing committees of the City Plan and Zoning Commission include the Zoning Committee, Subdivision Committee, the Comprehensive Plan Committee, and the Design Review Committee.

The Commission is required to make an annual report to the Mayor and City Council on its activities.
