The City Plan and Zoning Commission is a fifteen-member citizen board appointed by the Mayor with confirmation by the City Council. Appointments are for five years and are staggered. Members serve without compensation. The Commission holds regular monthly meetings, which are preceded by a public hearing. The Commission is required to make an annual report to the Mayor and City Council on its activities.
