Frequently Asked Questions
1. When does enforcement start?
    We enforce the meters/ signed time limits from 7am- 5pm Monday thru Friday.
 
2. What do the different colored hoods mean?
    Green bags mean 2 hour free parking; Brown bags mean 24 hour free parking, and a red bag means reserved parking. Yellow bags mean no parking between the hours of 10pm- 6am for snow removal. If you see a yellow hood on a block, it means parking is prohibited on that block overnight until the snow has been cleared.
 
3. What are the boundaries for the pilot program?
    The 2 hour free parking boundaries are Iowa- Scott street and from the River to 5th street.

4. What if I park for longer than two hours?
    If you exceed the 2 hour time limit on a block you are subject to being ticketed. Please note, once you park on a particular block you are prohibited from parking again on the same block until after 5pm. We do not enforce after 5pm.
 
5. How can I park without being ticketed?  
    You must move your vehicle to a different 100 block. Moving spaces or switching to the other side of the same block will still subject your vehicle to being ticketed. Also, if you plan on being in the downtown for an extended period of time, our low cost ramps provide a convenient and great option for worry free parking.
 
6. What if I park at a space without a meter?
    During the pilot program, we are enforcing all of the spaces within the pilot area, metered or not. If the space is within the 2 hour boundary it is being enforced as a two hour time limit. ( Please see the map for clarification on the boundaries)
 
7. What is different about downtown snow removal?
    Snow removal is still being done overnight in the downtown. The difference is, the parking division used to hood every meter to prohibit parking overnight. Now, with updated yellow hoods, they will only hood a few meters on each block. The new hoods state "No Parking in this block from 10Pm- 6am for Snow Removal." When you see the yellow bags, parking is prohibited overnight for snow removal from 10p- 6a.
