CDBG Administration

Department Services

Each year the City receives approximately $1.7 million in federal Community Block Grant (CDBG) funds. These funds can be used for eligible activities in the areas of housing, economic development, public facilities, social services, and planning. All funded activities must meet one of the following national objectives: assisting low and moderate-income households; eliminating or preventing slums or blight; or responding to an urgent need.
 
Eligible applicants include City departments and nonprofit 501(c)3 agencies that deliver eligible activities to Davenport residents. To apply for funds, applicants must attend a workshop where the CDBG program is explained and applications are distributed. The workshop this year is tenatively scheduled for December. Agencies interested in receiving information about the workshop should contact CDBG administration at 326-7765.
 
The Office of Community Development Block Grant (CDBG) Administration oversees the process which provides funding to organizations that provide decent housing, a suitable living environment, or expanded economic opportunities, principally for low- and moderate-income people. Davenport receives the CDBG funds as part of an annual entitlement through the Department of Housing & Urban Development (HUD). CDBG Administration is responsible for completing the required plans, studies, and reports required by the federal programs. This office also staffs the CDBG Citizens Advisory Committee, the entity responsible for recommending the CDBG allocations to the City Council.

Consolidated Plan
 
One of the requirements of the federal government for funding from HUD for the CDBG and HOME Investment Partnerships Program (HOME) is the submission of a five year plan. This plan identifies general areas of need and how these needs may be addressed using the CDBG and HOME funds. In addition to the five-year plan, the City must submit an annual plan which includes the CDBG funded programs for the current year.

Consolidated Annual Performance Evaluation Report
 
Every September the City submits a Consolidated Annual Performance Evaluation Report (CAPER) to HUD. This report must be filed by September 30. (90 days after the end of the City's fiscal year.) The CAPER covers progress during the past program year in carrying out the City's Annual Action Plan and reports on activities and projects funded through the CDBG and HOME Programs. The report also contains a section that discusses housing activities carried out by the City and other organizations.
 
The CAPER was approved by HUD on November 19, 2009. The final CAPER is available at the Libraries and on-line.

Analysis of Impediments to Fair Housing Choice

Analysis of Impediments to Fair Housing Choice -- The Department of Housing and Urban Development requires that entitlement communities (those receiving Community Development Block Grant funds) periodically prepare an Analysis of Impediments to Fair Housing Choice (AI). Last year, Davenport contracted for an update of its Year 2000 study in partnership with the cities of Rock Island and Moline. The communities hired J-Quad and Associates to conduct the analysis. The AI reviews state and local laws, regulations, and administrative policies, procedures, and practices; assesses how those laws, etc. affect the location, availability, and accessibility of housing; and assesses conditions, both public and private, affecting fair housing choice including issues raised by focus groups and potential solutions to address the issues. Federal Regulations allow 20% of CDBG entitlement plus 20% of current years CDBG Program income to be allocated for staff salaries and operating expenses falling under the category of program administration and planning. CDBG and HOME funds may be used for program delivery costs. Attached is a summary identifying the City positions and line items funded through the CDBG and HOME programs. The Position Summary is what is proposed for the year beginning July 1, 2010.
