Illicit Discharge

It is the policy of the City of Davenport to follow the guidelines of the National Pollutant Discharge and Elimination System (NPDES) permit for its MS4 (Municipal Separate Storm Sewer System) to reduce pollutants to the maximum extent practicable.

Ordinance 13.36 is entitled "Stormwater Illicit Discharge and Connection." The City's NPDES Permit requires an illicit discharge detection and elimination program which "shall include annual dry weather flow inspections of all outfalls not already inspected since flows from newly developed or re-developed areas have been discharged from the outfalls, sampling and analyses of these dry weather flows, procedures to identify the sources of the dry weather flows and procedures for disconnecting illicit connections."

The City inspects all outfalls at least once every 5 years and notifies the Iowa Department of Natural Resources (IDNR) within 24 hours of detecting any discharge and ensures all illicit discharges are eliminated within 21 days of discovery. 

 

Illegal Dumping

Not only is illegal dumping unattractive, but it is hazardous. It poses a threat to public health and is expensive. A first citation for illegal dumping can cost between $250 and $1000. The city and county provide a number of convenient options for solid waste disposal.
