Homebuyer Assistance
 
The City of Davenport administers two programs that assist potential homebuyers. Our Urban Homestead program offers low- to moderate-income families the opportunity to purchase a rehabilitated home at a low interest rate. Our 100 Homes program offers moderate- and above income families the opportunity to purchase a home through a participating lender and receive a forgivable loan to rehabilitate the home's exterior or major mechanical systems. 
 
If you are looking to buy a home, you can use the table below to determine which program can assist you. Count the number of people, children and adults, who will live in the home and find that number in the "Family Size" column. Then determine if your combined household income is less than or greater than the number in the row next to your family size. For example, the Smith family is two adults and one child and their combined annual gross income is $45,350; so Mr. Smith will click on the "Income Greater Than" column to go to the city-administered program that will assist him in buying a home.

There are many programs administered by organizations outside the City of Davenport to assist potential homeowners.
If you already own a home within the City of Davenport but it needs some work, there are programs available to assist with home rehabilitation.
  • Owner-Occupied Housing Rehabilitation Program <click here>- Assistance for low- to moderate-income families who own and occupy their home to correct substandard conditions and make general improvements.
  • Neighborhood Exterior Assistance & Repair Program <click here> - The NEAR program assists targeted homeowners with affordable funding to make exterior repairs and improvements. Homes must be within 250 feet of an approved HAPPEN project.
  • EDDC Neighborhood Rehab Rebate - Assists homeowners in a targeted area by offering a rebate of rehab project costs. Call EDDC at 563-579-7211 for more information.
  • EDDC New Shelter Solution - Assists homeowner in rescueing abandoned housing in a targeted area. Call EDDC at 563-579-7211 for more information.
  • Mississippi Valley Neighborhood Housing Services 2nd Mortgage Rehab Loan - Affordable funding for owner-occupied home repair. Call MVNHS at 563-324-1556 for more information.
  • State Historic Grants - Properties listed on the National Register of Historic Places may be eligible for rebates of project costs. See the State Website.
  • IowAble Foundation - Assists older or disabled iowans  to increase independence in their home (disability modifications for the home). Click here or call toll free 888-222-8943.
If you do not own a home but wish to own and rehabilitate an abandoned home and either occupy it yourself or sell to an owner occupant, the City's HAPPEN program provides incentives. See the HAPPEN website or call the HAPPEN Coordinator 563-888-3380 for more information.
 
If you do rehabilitation work or make general repairs to your home, you may be able to take advantage of the Urban Revitalization Tax Exemption (URTE) benefit.
