Wednesday, November 13th - 2:00 PM

The Mississippi River has fallen below 13 FT.  S Concord has been re-opened, and drum roll please, the flood plan has been deactivated.

What a year it has been!  Let’s collectively wish Ol’ Man River stay in its banks in 2020.


Monday, November 4th - Noon

The river has fallen slowly to just above 15 FT over the past week. The current forecast indicates the river levels could drop to near 13 FT around Monday, November 11th.

Credit Island re-opened to the public earlier this morning, and the temporary flood walls at Modern Woodmen Park have been removed; however, many other measures remain in place.

Roads

  • S Concord is closed between River Dr and Utah. The river will need to fall below 14 FT before portions can be re-opened.

Recreation

  • Credit Island has re-opened. The recreational trail between Marquette and Credit Island will remain closed until river levels fall below 14.5 FT, and the area can be cleared of debris.
  • Water remains over portions of the riverfront walk between LeClaire Park and Marquette. The walking path should re-open later this week.
  • The dock at Marquette St Landing is in place; however, it is unusable due to the river level.

Facilities

  • The Compost Facility is accessible by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Other Measures

  • Pumps are set, and appropriate gates closed in various low-lying areas of the city.

Crews continue to monitor conditions and remain prepared to respond as necessary.

Another flood update will be issued next week.


Tuesday, October 29th - 4:00 PM

What a weather year this has been. The current river level is 15.38 FT and may fall below 15 FT this Sun Nov 3. Keeping our fingers crossed that the Mississippi continues to drop before winter fully arrives.

Parks and Public Works crews may have Credit Island re-opened later this week after debris removal, and temporary patching is complete.

Crews will also finish the removal of the temporary flood walls at Modern Woodmen Park by the end of the day, Wed Oct 30.

The following measures will remain in place until river levels fall and cleaning can be done.

Roads

  • S Concord is closed between River Dr and Utah. The river will need to fall below 14 FT before portions can be re-opened.
  • Gaines St is closed S of River Dr. This stretch should re-open at the end of the day Wed Oct 30.

Recreation

  • Credit Island may re-open later in the week.  The recreational trail between Marquette and Credit Island will remain closed until river levels fall below 14.5 FT.
  • The riverfront walk between LeClaire Park and Marquette is closed. Look for news on re-opening next week.
  • The dock at Marquette St Landing is in place; however, it is unusable due to the river level.

  • The flood wall at Modern Woodmen Park will be fully removed by the end of the day Wed Oct 30.
  • The River’s Edge, Freight House Farmer’s Market, and Modern Woodmen Park remain open for business.

Wednesday, October 23rd - 9:30 AM

We saw some relief last week when river levels fell below 17 FT, and River Dr re-opened. However, with river levels predicted to hang around 15.5 FT into next week, many other flood measures will remain in place. Most measures in place will not be removed until river levels fall below 15 FT or lower, and staff can clean up affected locations.

Roads

  • S Concord is closed between River Dr and Utah.
  • Gaines St is closed S of River Dr.
  • Beiderbecke should fully re-open by the end of the day Thursday, October 24th.  

Recreation

  • Credit Island and the recreational trail between Marquette and Credit Island is closed.
  • The riverfront walk between LeClaire Park and Marquette is closed.
  • The dock at Marquette St Landing is in place; however, it is unusable due to the river level.

Facilities

  • The flood wall at Modern Woodmen Park remains in place.
  • The River’s Edge, Freight House Farmer’s Market, and Modern Woodmen Park remain open for business.
  • The Compost Facility is accessible by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Friday, October 18th - 5:00 PM

The Mississippi looks to be on a downward trend. River levels have fallen below 17 FT and may fall to 15 FT by Friday, October 25th.  Based on river levels and limited rain in the forecast, crews will be re-opening River Dr around 10 am Saturday.  Spotty lane reductions are possible.

The following flood measures remain in place.

Roads

  • River Dr re-opens Saturday, October 19th. Periodic lane reductions are possible.
  • S Concord is closed between River Dr and Utah.
  • Gaines St is closed S of River Dr.
  • Portions of Beiderbecke is closed.

Recreation

  • Credit Island and the recreational trail between Marquette and Credit Island is closed.
  • The riverfront walk between LeClaire Park and Marquette is closed.
  • The dock at Marquette St Landing is in place; however, it is unusable due to the river level.

Facilities

  • The flood wall at Modern Woodmen Park has been set to protect the park at predicted river levels.
  • The River’s Edge, Freight House Farmer’s Market, and Modern Woodmen Park remain open for business.

Monday, October 14th - 9:00 AM

The Mississippi is expected to crest sometime today around 17.3 FT and may recede to 16 FT by next week. It is possible for river levels to remain high, or slightly re-rise through late October due to the wet weather pattern we are in.

River rise over the weekend resulted in a few closures along River Dr early this morning. River Dr is impassable between Gaines and Myrtle and between Pershing and Perry. Eastbound River Dr is currently being detoured at Marquette St to 3rd St, and westbound River Dr is being detoured at 4th St due to water over the road. Expect these detours to remain in place until mid-to-late week.

Crews continue to closely monitor weather and river levels are prepared to respond as needed.

  • Periodic closures on River Dr, as noted above.
  • S Concord is closed between River Dr and Utah.
  • Gaines St is closed S of River Dr.
  • Portions of Beiderbecke is closed.

Recreation

Thursday, October 10th - Noon

The Mississippi River is currently at 16.55 FT. Based on current and predicted conditions, the river is expected to crest early next week between 16.8 and 17.5 FT.

At predicted river levels and with rain in the forecast, it is possible portions of River Dr will be closed due to water over the road during rain events over the coming week. If closures are necessary, follow the signed detour. Many riverfront locations will remain accessible using north/south streets even if portions of River Dr are closed due to water over the road.

Crews are closely monitoring the weather and river levels and are prepared to respond as conditions warrant. The National Weather Service reports heavy precipitation over the northern parts of the Upper Mississippi River Basin could cause additional rises later this month (October 9th - 24th).

Monday, October 7th - 9:00 AM

The river crested at 16.88 FT early Sunday, October 6th, and is expected to hover around 16.5 FT through the week. Public Works continues to monitor conditions and is prepared for the possibility or river re-rise the week of October 14th.

Flood measures that will remain in place until the river recedes include:

  • S Concord is closed between River Dr and Utah.
  • Gaines St is closed S of River Dr.
  • Portions of Beiderbecke and Marquette St are affected.

The Mississippi River level is currently 16.31 FT, and predicted to crest at 17.1 FT on Saturday, October 5th. At predicted river levels with rain in the forecast, it is possible portions of River Dr will be closed due to water over the road. Consider avoiding River Dr.  Follow the signed detour should closures be placed. Many riverfront locations will remain accessible using north/south streets even if portions of River Dr are closed due to water over the road.

After cresting on Saturday, the river is currently forecast to hover around 17 FT. The river may recede a little further and re-rise late next week or early the week of October 14th.

Roads

  • S Concord is closed between River Dr and Utah.
  • Gaines St is closed S of River Dr.
  • Portions of Beiderbecke and Marquette St Landing will be affected over the weekend.
  • If the river reaches predicted levels, additional closures, and lane reductions may be placed along River Dr.

Wednesday, October 2nd - 2:00 PM

River levels continue to be influenced by the wet weather pattern we are in. The current river level is 13.82 FT and forecast to crest at 17.3 FT on Saturday, October 5th possibly. Per consultation with the National Weather Service, river levels could crest a bit lower or higher depending on actual rainfall in the coming days. Crews are monitoring river levels closely and will place appropriate flood measures according to the river level.

Roads

  • S Concord is currently closed between River Dr and Wapello. The closure will extend between River Dr and Utah sometime tomorrow, Thursday, October 3rd.  
  • Gaines St will be closed S of River Dr tomorrow, Thursday, October 3rd.
  • Portions of Beiderbecke and Marquette St Landing may see water over the weekend.
  • If the river reaches predicted levels, additional closures and lane reduction may be placed along River Dr.

Recreation

  • Credit Island and the recreational trail between Marquette and Credit Island will be closed to the public beginning Thursday, October 3rd.
  • The riverfront walk will be closed between LeClaire Park and Marquette beginning Thursday, October 3rd.
  • The dock at Marquette St Landing will remain in place; however, it will become inaccessible sometime Friday, October 4th.

Facilities

  • Crews will be installing a portion of the flood wall at Modern Woodmen Park on Thursday, October 3rd. 
  • The River’s Edge, Freight House Farmer’s Market and Modern Woodmen Park will remain open for business.
  • The Compost Facility is accessible by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Other Measures

Monday, September 30th - 1:00 PM

The wet weather pattern we are in is keeping river levels high.  After falling to about 13.7 FT over the weekend, the Mississippi River is back on the rise.  The current National Weather Service forecast indicating levels could reach 16.8 FT on Sunday, October 6th. 

For now, crews are monitoring conditions and maintaining flood measures already in place.  The rising river will keep S Concord closed between River Dr and Wapello.  The recreational trail between Credit Island and Marquette remains closed as well.  Expect extended closures along both S Concord and the recreational trail as the river creeps back up.

Staff will be evaluating the forecast as the river rises and implement flood measures as needed.

We will issue another flood update mid-week.


Thursday, September 26th - 11:30 AM

The Mississippi crested at 15.02 FT yesterday, and in the near term expected to continue receding.  Heavy rains in the forecast regionally could lengthen the rate of river fall, and may result in river re-rise.  Crews are monitoring conditions with the National Weather Service and prepared to respond as needed.

  • S Concord is closed between River Dr and Wapello. The road will remain closed until river levels drop below 13 FT and the road can be cleaned.The Compost Facility can be reached by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.
  • A portion of the recreational trail between Credit Island and Marquette is closed due to water over the path. The path will remain closed until river levels fall below 13.5 FT and the path can be cleaned.
  • Gates are closed and pumps have been set in various low lying areas of the city.

We do not anticipate issuing another flood update until Monday, September 30th unless there are significant changes in river levels and response.


Monday, September 23rd - 2:30 PM

The Mississippi River is currently set to crest at 15.5 FT on Wednesday, September 25th.  The current river level is 14.56 FT.

The following flood preparations have or will take place in the coming days.

  • S Concord is closed between River Dr and Wapello.The Compost Facility can be reached by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.The closure may be extended to Utah as the river creeps up.
  • Credit Island may be closed to the public late Tuesday/early Wednesday if predicted river levels arrive.
  • Portions of the recreational trail between Credit Island and Marquette have water over the path.Water will begin to lap at the path along the seawall at the predicted crest.
  • Gates have been closed and pumps have been set in various low lying areas of the city.

Crews are monitoring conditions and prepared to respond as needed.

We do not anticipate issuing another flood update until Wednesday, September 25th unless there are significant changes in river levels and response.


Friday, September 20th - 11:00 AM

The National Weather Service has issued a flash flood watch through the weekend.  River levels have already responded to recent rains and are predicted to rise further based on forecast rain.  The current river level is 12.48 FT and predicted to reach 14.2 FT on Monday, September 23rd, with a potential to rise higher based on actual rainfall.

Be sure to check your sump pump for proper operation.

Be reminded not to drive through water over the road.  Turn Around Don’t Drown.

The City has activated its flood plan in response to predicted river levels.  Pumps are being set, and gates closed in low lying areas as the river rises.

Expect S Concord to close between River Dr and Wapello sometime Saturday.  The Compost Facility will be accessible by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Crews are monitoring conditions and prepared to respond as needed. 

We do not anticipate issuing another flood update until Monday, September 23rd unless there are significant changes in river levels and response.


Monday, August 5th - 10:30 AM

The Mississippi River fell below 13 FT late Friday, August 2nd.  S Concord has been swept and the barricades have been removed.

All other flood plan measures have been removed.

The City’s Flood Plan has been inactivated.


Monday, July 29th - 7:00 AM

The City’s Flood Plan was activated over the weekend due to river levels rising above 13 FT

S Concord has been closed between River Dr and Miller Ave for water over portions of the road.  The Compost Facility can be accessed by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Pumps have been set, and gates closed in low lying areas.

This rise in river level is expected to be brief, with river levels predicted to fall back below 13 FT sometime Friday, August 2nd.  


Thursday, July 18th - 9:00 AM

River levels have receded below 13 FT.  S Concord has been cleaned and re-opened.  All previously closed gates have been re-opened and pumps removed from low lying areas.

The City's Flood Plan has been inactivated; however, staff continues to monitor river levels for changes and response needs.


Tuesday, July 16th - 3:30 PM

Monday, July 15th - 1:00 PM

After hovering just above 14 FT for about a week, the Mississippi has fallen below 14 FT and expected to return to 13 FT around Wednesday, July 17th and continue falling.

Crews anticipate cleaning and re-opening S Concord later this week if river levels continue to fall as predicted.

Crews are monitoring conditions and prepared to respond if needed.


Thursday, July 4th - 1:00 PM

Due to a rise in river levels above Flood Action Stage of 13 FT, the City’s Flood Plan has been activated. The current Mississippi River level is 13.91 FT and expected to hover 14 FT through next week. Minor flood levels are possible if heavy rains arrive in the coming days.

At this time, S Concord has been closed between River Dr and Wapello due to water over sections of the road.  The Compost Facility can be reached by taking Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

Pumps have been set and gates closed in low-lying areas.

Crews are monitoring conditions and prepared to respond.

The Historic Floods of 2019 have tested the strength and resilience of your community like nothing else has in recent time. Some records are the kind you don’t want to break, but it is reassuring to know what our capabilities are and insight into plans for the future.

  • 103 Days above Flood Action Stage: 66 Days Above Major Flood Stage of 18 FT, 27 Days Above Minor Flood Stage of 16 FT, 2 Days Above Moderate Flood Stage of 15 FT, and 8 Days Above Flood Action Stage of 13 FT.
  • Three Record Crests:  #1 - 22.70 FT 05/02/2019, #6 - 21.68 FT 06/01/19, #10 20.68 FT 04/08/19.
  • 21,315.41 Hours of Overtime.
  • 149,708 Sandbags and 9,060.7 Tons of Sand.
  • 1,405.7 CY of Muck/Silt Removed and Counting.

Fighting floods is what Public Works staff frequently does. We have learned over time and become very efficient at what we do, learning, and employing new technologies with each flood season.

But this has been a year like no other: record snowfall, record temperatures, record floods.

As we share a preliminary statistical snapshot of the floods of 2019, we would like to give a huge shout out (and round of applause) to Public Works staff who have spent countless hours away from family and friends doing battle with the extreme weather of 2019. Without all of you, this update would be a much different report.

Second, we would be remiss if we did not acknowledge the efforts of our partner in floods and snow, Davenport Parks and Recreation. While Public Works maintains the City as a whole, Parks maintains all of those riverfront parks and trail amenities we all so enjoy. Together, we will both be facing the challenges of recovering Davenport’s riverfront that lie ahead.

The Mississippi River has dropped below flood action stage, but the Historic Floods of 2019 are far from over. Recovery and long term planning will continue for many months with the support and direction of the Mayor, Davenport City Council, the Riverfront Improvement Commission, and the Mayor’s Flood Task Force. There are also still many property owners affected by floods who will need our, and the community’s support in the months ahead.

Last but not least, response and recovery from any emergency does not happen in a vacuum. The National Weather Service, the Scott County Emergency Management Agency and their supporting/regional organizations, the Fire Department, Police Department, the National Guard, the American Red Cross, Salvation Army, volunteers, property owners and citizen care and attention to response staff and affected property owners, and many others are responsible for the resilience of Our Community in this historic event.

The City, and our community at-large, more than appreciate everyone's patience, time, and talent, in recovering from this historic event.

Thursday, June 27th - 3:00 PM

The River Stage Hydrograph says it all…The Mississippi, finally after 103 days, fell below the flood action stage of 13 FT yesterday, Wednesday, June 26th!  Flood recovery is moving along.  Some recovery efforts will take longer than others.  Here’s an update on where we are at.

Now Open -

  • S Concord St between River Dr and Utah will be open by the end of the day Friday, June 28th. All roads except portions of Beiderbecke and Credit Island Rd will officially be open!
  • The Spray Park at Centennial Park.
  • The Skate Park at Centennial Park.
  • The Dog Off-Leash Area at Centennial Park.
  • Drop-off recycling containers have been returned to the Marquette St location.
  • The Riverfront Recreational Trail between Bettendorf and Credit Island is now open. Be aware debris remains adjacent to many sections along the path. On-going cleanup is taking place.You can assist with cleanup efforts by volunteering; details can be found at https://www.xstreamcleanup.org/.
  • The walls at Modern Woodmen Park will be fully removed by the end of the day tomorrow, Friday, June 28th.

In Process or Planning -

  • Turf recovery at LeClaire and Centennial Parks will take time.Please be patient, obey signs, and avoid these grassy areas so turf surfaces can be restored.
  • Temporary measures to access Credit Island are currently being evaluated. Staff is working on cleaning up the lodge; however, many recovery tasks will not be complete until access to the island can be restored.

Long Term Recovery and Planning –

  • A Joint Work Group continues discussion on the recently raised rail and the riverfront.
  • The Mayor’s Flood Task Force will be meeting sometime the week of July 8th. Task force actions will be shared moving forward.

Friday, June 21st - 2:30 PM

It’s Official - River Dr has re-opened! 

Watch for wet weather this weekend.  Flash flooding, damaging winds, and hail are possible overnight.  Heavy rainfall could lead to steady river levels and possibly rises. Please be reminded not to drive through water over the road.

LeClaire and Centennial Parks will not be available for viewing this year’s Red, White and Boom on July 3rd.  However, Modern Woodmen Park, the Freight House, and Bechtel Park are great locations for viewing the fireworks. Watch for more information on shuttle opportunities for viewing at the Rock Island Arsenal next week, or consider viewing from Schwiebert Park.   https://www.redwhiteandboomqc.org/

The Music on the River lineup has been updated now that the Mississippi has receded.  The first event will take place at the Freight House at 7 pm, Wednesday, July 3rd.  Regular events at the LeClaire Bandshell are expected to begin Sunday, July 14th with a Bix Jazz Fest Preview.

Credit Island will remain closed to the public until temporary access can be installed and the island can be cleaned up.

S Concord between River Dr and Utah remains closed.

Crews will begin the process of removing the floodwalls at Modern Woodmen Park next week.

Additional updates on flood recovery will be issued next week.

The City held a media briefing today highlighting some of the steps to recovery from the Floods of 2019.  Of note, a Ribbon Cutting will be held at 1 pm, tomorrow, Friday, June 21st in celebration of the re-opening of River Dr after 98 days with closures due to flood.  Don’t try River Dr first thing – the road will not fully open until after 2 pm, Friday.

It may take a few months for temporary repairs in some locations, and one or more years for the installation of long term fixes.

The City officially filed a Request for Public Assistance with FEMA on Tuesday, June 18th. A project scoping meeting will take place with FEMA representatives in the coming weeks. The City will then have 60 days to formalize projects agreed upon before proceeding with long term solutions. During this period, necessary temporary recovery measures and actions will take place.  We will keep the public informed of progress as we move forward.

As part of project scoping, a Joint Work Group will continue the discussion regarding the raised rail and riverfront.  The group includes representatives from Canadian Pacific, the Davenport City Council and the Riverfront Improvement Commission. The next Joint Work Group session will be held at 4:00 pm, Monday, June 24th, 2019 in the Police Department Community Room located at 420 Harrison St. The meeting is open to the public.

The Mayor’s Flood Task Force should also be meeting soon to review and discuss flood plan policies and procedures going forward.


Wednesday, June 19th - 3:00 PM

The city is fielding numerous questions about special events, roads, recreation areas, and more.  Please be patient during flood recovery.  Recovery requires inspection, condition assessment, documentation, cleaning, and more.  Staff is working as quickly and safely as they are able.

In the meantime, we would like to remind the public that access to Credit Island is restricted to city staff only at this time.  We have become aware many individuals are going around the barriers placed at the entrance of the island in order to walk across the causeway and access the island. This activity is dangerous. The public participating in these activities does so at their own risk, the risk of others, and the risk of fine.

Key items to note as we continue to move forward from the Floods of 2019.

  • River Dr may fully re-open Friday afternoon.  Watch for news later this week.
  • Staff is currently evaluating the opportunity and developing a plan to accommodate annual riverfront events.  We expect to have additional information to release early next week.
  • Look for updates on the status of the Riverfront Recreational Trail, Marquette Boat Dock, and Beiderbecke early next week.
  • Staff has done some preliminary survey and still waiting for the river to continue to recede, before proceeding with next steps to open S Concord between River Dr and Utah Ave.

Keep in mind we are approaching recovery cautiously as well.  The National Weather Service has advised heavy rainfall is possible through the weekend into early next week. “On the bigger rivers, falls will likely slow, and flows could become more steady for a few days before starting to fall again. ALL rivers remain susceptible to additional rises due to the ongoing high river levels and wet ground.”


Monday, June 17th - 2:00 PM

The rate of river recession has slowed a bit since the last report.  The current river level is 15.74 FT.  Current projections have the river falling to 14 FT around Sunday, June 23rd.

River Dr is accessible on the east at 3rd and 4th Streets.  Eastbound River Dr at Rockingham remains closed; however, westbound River Dr is open at Division St.  Look for additional traffic updates this week as cleaning can be completed and roads are identified for safe travel.

Many previously covered areas have now been revealed with the drop below 16 FT.  The Credit Island Causeway received considerable damage.  There are also several downed trees, and six power poles were also lost during the flood. The lodge itself has a long way to go with several inches of mud and silt to clear from the building before cleaning, and other recovery can take place.

Crews will need to clear mud and debris at Gaines and Beiderbecke before the walls at Modern Woodmen Park can be returned to storage.  Look for the process of demobilizing the flood walls to begin late this week or early next week.

Roads, riverfront recreation and park areas will take time to recover. Periods of rain won’t help with drying things out in support some of the cleanup either.  Crews will not be able to survey the condition of S Concord between River Dr and Utah until river levels start falling below 14 FT.

The current river level is 16.86 FT and could fall to as low as 13 FT by Friday, June 21st if little to no rain arrives in the coming week.

The Mississippi continues to recede.  The current river level is 18.1 FT and could reach as low as 14 FT by Wednesday, June 19th if little to no rain arrives in the coming week.

Things continue to look up.  The Mississippi is currently at river stage 19.42 FT and projected to drop quickly, possibly reaching 15 FT by Monday, June 17th. 

As the river drops, keep in mind flood measures that took a day or two to put up, also take a day or two to remove at each location, not to mention cleaning up what the river leaves behind.  Please be patient while we recover roads and facilities.

The current flood detour is likely to change sometime Wednesday, June 12th or Thursday, June 13th. 

The River’s Edge will re-open on Wednesday, June 12th at 7 am.

The Compost Facility will re-open on Wednesday, June 12th at 7:30 am.  Take Rockingham Rd/Hwy 22 to Wapello to Railroad Ave to access the facility.

Wednesday, June 12th Freight House Farmers’ Market will be held on River Dr between Western and Scott Streets near the Freight House from 4 pm to 8 pm.  Vendors will also be located inside the Freight House too.

Knock on wood; the Mississippi could recede to under 18 FT on Thursday, June 13th.

June 13th will mark 91 consecutive days the Mississippi River has been at a river stage over 15 FT. The river has spent 23 days at stage 15 to 18 FT, 39 days at stage 18 to 20 FT and 29 days at stage 20 to 23 FT since March 15th.

The current river level is 20.73 FT and predicted to begin dropping fairly quickly on Monday, June 10th.  That being said, the National Weather Service has cautioned not to lose sight of the fact that conditions remain susceptible to new rises or a further slowed recession if we would shift back into a wet pattern.

Street closures and lane reductions will begin to change next week as the river falls, crews can clean and are able to re-open roads. Please be patient during the process.  Streets will be opened as quickly as they can be. Debris and mud have to be removed, and a visual inspection performed for obvious signs of underground utility or pavement failure before roads can be re-opened.  These recovery steps are necessary for public safety.

Both the River’s Edge and the Compost Facility should re-open sometime next week.  Watch for an announcement on Monday.

Scheduled River Bandits games will occur.  If you plan to go to a game, you will need to park on-street or in one of the city’s parking ramps.  Consider carpooling. Be reminded not to drink floodwater or to play, wade, walk, bike, or drive through floodwater.  Floodwater can carry unseen hazards such as debris and bacteria.

This weekend’s Freight House Farmers’ Market will be held at the Scott County Administration Building located at 600 W River Dr

The Disaster Recovery Center located at the former Office Max building has been closed.
  Individuals and businesses impacted by severe storms and flooding March 12th – May 16th may still get help and register for FEMA assistance before the Monday, July 1st, deadline in these ways:

  • Call the FEMA Helpline at 800-621-3362.  Phone lines are open 7 a.m. – 10 p.m. local time, seven days a week until further notice. Multilingual operators are on duty.

Public Works employees encountered an issue this weekend that shows why they monitor pumps and flood protection 24 x 7, when two small areas of River Drive buckled.

Employees and National Guard personnel took swift action, placing a large amount of sandbags on the buckling roadway sections to equalize the pressure and prevent further issues.

Public works monitors pumps and flood protection in place on a 24 x 7 basis in several areas of the city once the pumps or protection are placed.  Around the clock monitoring is necessary for timely corrective action of common flood protection issues such as boils, buckling, and weeping streets.  In addition to monitoring and corrective action, on-watch staff perform a variety of other functions including but not limited to maintaining pumps in proper working order.

Expect more updates this week.  Crews will begin clearing roads and re-opening them as the river recedes and know structural issues are found.

The Mississippi is currently at 21.59 FT and cresting around 21.7 FT sometime tonight, Saturday, June 1st.  Current river level projections indicate the river could recede to as low as 19 FT by this time next weekend, Saturday, June 8th.

In new news, FEMA has approved Scott County’s request for public assistance. The approval for public assistance means a portion of costs associated with flood fighting and recovery can be reimbursed back to the City.

Mississippi River and Flash Flood Resources. 

There are many resources available to assist citizens in recovery from ongoing Mississippi River and recent flash flooding.

Flash Flooding

The State of Iowa announced that individuals in Scott County that have been impacted by the severe weather (heavy rains, hail, wind damage, and flash flooding) beginning May 17, 2019, and ongoing may be eligible for assistance through Individual Assistance grants.  Find details at https://www.scottcountyiowa.com/ema/post/state-assistance-available-recent-storms-flash-flooding.

Mississippi River Flooding

The type of assistance available for flash flooding does not apply to those impacted by Mississippi River flooding. Water over roads and recreation trails.

As a result of both flash flooding and river level, River Dr was also closed earlier this morning.  An updated flood detour map can be found at this link.

Several areas of Duck Creek Trail were under water earlier today due to heavy rain pushing Duck Creek out of its banks in some locations as well.  Parks crews were able to clear most areas today.  A few areas will require additional cleaning tomorrow.

The current river level is 19.65 FT and expected to crest at approximately 21 FT on Saturday, June 1st.

Crews will finish placing flood protection on River Dr near Mound today.

To support staffing levels, the National Guard was called in to assist in monitoring the condition of flood protection in place on Blackhawk and Walnut Creeks in southwest Davenport, and the temporary flood barrier in Downtown Davenport.

Rounding out the day’s activities, Davenport City Administrator Corri Spiegel issued a statement recognizing the considerable effort of city staff in responding to snow and flood conditions of this year. She also provided a statement reference to the status of an ongoing study of the temporary flood barrier breach that occurred late April.

Crews continue monitoring conditions and implementing flood measures as needed.

We do not anticipate issuing another flood update until Friday, May 31st unless significant changes in predicted river levels or other issues arise.

Due to water over the road and the overnight jump in river levels, River Dr is being closed earlier than anticipated.

The full closure of River Dr between Rockingham Rd/Hwy 22 and Bettendorf will be in place by 9 am this morning, Wed May 29th. Bettendorf’s closure of River Dr at 6th, 8th and Forest will also go into place this morning.

For your safety and the safety of others, do not drive through water over the road or around barricades.

The Scott County Emergency Management Agency has issued a press release regarding today's, May 29th, Flood Assistance Center. The date has been postponed due to flooding.

The Flood Assistance Center event scheduled for Wednesday, May 29, 2019 at the former Office Max building near Northpark Mall is being postponed due to rising flood waters and response needed by participating agencies. This event will be rescheduled at a later date.

FEMA and the Small Business Administration will continue to hold office hours at that location, Monday through Saturday, 10am to 6pm each day, for residents and businesses impacted. Impacted residents can also directly contact the American Red Cross at (309) 743-2166 to inquire about a damage assessment of their property and Community Action of Eastern Iowa at (563) 324-3236 about case management assistance to access other assistance offered for flood victims.

Monday rainfall resulted in flash flooding, river rise and sanitary sewer overflows.  More rain is in the forecast for Tuesday, Wednesday, and Thursday nights, bringing with it additional chances for flash flooding, river rise and sanitary sewer overflow. 

Be alert for changing conditions as we head into the week.  Do not walk, play, wade, bike or drive through flood water.

The current river level is 18.35 FT.  Additional flood measures are being placed with the Mississippi predicted to reach 21 FT by Saturday, June 1st and a chance for a second crest in the following week.

River Dr will be closed between Rockingham Rd/Hwy 22 through Bettendorf beginning at 1 pm, Wednesday, May 29th. In addition to closures placed in the City of Davenport, the City of Bettendorf will close River Dr east/westbound at Forest Rd, 6th and 8th Streets.  Many locations along the riverfront remain accessible using north/south streets.

The River’s Edge will temporarily close to the public beginning at 8 pm this evening, Tuesday, May 28th.

The Compost Facility will temporarily close to the public beginning at 5:30 pm today, Tuesday, May 28th.   As an alternative, residents may drop off yard wastes at the Scott Area Landfill located at 11555 110th Avenue (County Road Y-48), beginning Wednesday, May 29th. Drop off hours are 7 am and 4 pm, Monday through Friday, and 8 am to Noon on Saturday.  Individuals dropping off yard waste will be directed on where to place yard wastes at the landfill for later composting. No compost products will be available for purchase while the Compost Facility is closed.

Sand and empty sandbags remain available for delivery to property owners impacted at projected river levels.  Note that filled sandbags are not available at this time. To request sand and sandbags call 563.326.7923 7 am to 3 pm or submit a request online at https://yourgov.cartegraph.com/. Staff will be available for delivery of supplies through the weekend and over the holiday.

The rate of river rise and level are coming in a bit differently than anticipated late last week.  At this time the current river level is 17.64 FT, and is predicted to reach 19.5 FT on Friday, May 31st. 

Due to current forecast, both the River’s Edge and the Compost Facility will remain open through the week.  When/if river levels are predicted to rise above 19.5 FT the public will be advised of changes at the Compost Facility and River’s Edge.

Due to slower river level rise than previously predicted, the City of Davenport and Bettendorf will not be closing River Dr to the extent reported yesterday, Friday, May 24th.

Instead, eastbound River Dr will be open from Tremont to Bettendorf, and westbound will be open from Bettendorf to Bridge Ave.  View detour route at this link.

This change will occur around 5 pm today, Saturday, May 25th.


Friday, May 24th - 4:00 PM

Flood Alert.  The Mississippi is expected to rise approximately 3 FT, reaching 20 FT by Tuesday, May 28th.   The National Weather Service advises it is not out of the question that river levels will continue climbing next week, potentially reaching 22 to 23 FT.

River Dr/Hwy 61 will be closed between Rockingham Rd/Hwy 22 and Bettendorf at Forest Rd, 6th and 8th Streets beginning at 6 PM, Saturday, May 25th. Access to businesses on and near River Dr will remain available in many locations using north/south streets.  Call ahead to ensure the location you wish to visit is open.

The Compost Facility will temporarily close at the end of business at 3 PM on Sunday, May 26th.  As an alternative, residents may drop off yard wastes at the Scott Area Landfill located at 11555 110th Avenue (County Road Y-48), beginning Tuesday, May 28th.  Drop off hours will be 7 AM and 4 PM, Monday through Friday, and 8 AM to Noon on Saturday.  Individuals dropping off yard waste will be directed on where to place yard wastes at the landfill for later composting. We have received several inquiries regarding the re-rise of the Mississippi River and reinstallation of flood measures.

Audiences are encouraged to monitor river level predictions at this link, https://www.weather.gov/dvn/River_Levels#Top, in the short term.  This link provides information looking further out than 24 hours of precipitation.

Current short-term forecasts are showing a rise in river levels up to 22 feet.  Therefore, the City of Davenport is reinstating some of its flood protection efforts.

For the current 18.5 FT river level predicted to arrive sometime this weekend, the primary flood measure to be installed is the temporary flood barrier on River Dr between Bechtel Park and Perry.  Staff began installation of the temporary system earlier this morning and will finish installation on Friday.

Although efforts to understand contributing factors for the April 30 breach of the temporary flood wall remain ongoing, Davenport Public Works will be taking additional measures to reinforce this section.  The City is working with both the Army Corps of Engineers and the flood barrier manufacturer on a reconfiguration of the wall design.  This reconfiguration will include a two-deep, two-high flood wall design.

Closures and changing traffic control will occur as the river rises.

It is possible the Compost Facility and the River’s Edge will temporarily close next week if river levels surpass 19.5 FT.

It is recommended property owners impacted at river levels of 17 FT+ put protection measurers back in place. Sand and empty sandbags remain available for delivery to property owners impacted at projected river levels.  Note that filled sandbags are not available at this time. According to the National Weather Service, recent and forecasted rain in the Mississippi River basin over the next several days is likely to push the Mississippi River up quickly, possibly to 18 FT by Saturday, May 25th or Sunday, May 26th.  At this time it is also possible, based on National Weather Service modeling, for the Mississippi to continue rising to 21+ FT next week.

In response to predicted levels, the City has begun installing the temporary flood wall on River Dr between Bechtel Park and Perry. 

Portions of River Dr will close as the river rises. Watch for changing traffic on River Dr as we head into the weekend and next week.  

It is possible the Compost Facility and the River’s Edge will temporarily close next week if river levels surpass 19.5 FT.

City staff is prepared to implement flood measures as needed in response rising river levels.

It is common for people to experience a wide range of emotional reactions following a disaster. These are normal feelings that may last for many months after the flooding.

For those impacted by flooding, repair work, financial burden, prolonged stress, and ongoing red tape with agencies and insurance companies can leave feelings of depression, frustration, anger, anxiety, and sadness.

The City has received notice from the National Weather Service that the Mississippi River is likely to rise again next week. A rise is predicted due to heavy rain in the forecast for areas to the north and regionally.

Due to predicted levels of 18 to possibly 20 FT, the City is suspending street and riverfront cleaning and sandbag collection activities until further notice.  Individuals who still have sandbags at their location and who are impacted at river levels of 18 to 20 FT are encouraged to keep, and/or, put their flood protection back in place.

City staff is monitoring the forecast and river levels and is prepared to implement flood measures as needed in response to rising river levels.

Motorists are advised it is possible recently removed street closures on River Dr will return next week.

Sand and empty sandbags are available for delivery to residents and businesses impacted at predicted river levels.  Request sand and sandbags by calling 563.326.7923, 7 am to 3 pm.  Staff will be accepting calls and making deliveries Monday through Friday, and on Saturday, May 18th and Sunday, May 19th.  Filled sandbags are not available at this time.

The Mississippi has dropped to 16.45 FT and is expected to continue dropping slowly to near 15.4 FT on Thursday, May 23rd. 

River Dr is now open from 3rd and 4th Streets to Bettendorf.  In addition, 2nd St is now fully open.  Crews will continue working expeditiously to clean and re-open roads as the river continues to fall.  An updated road closure and detour map can be found at this link.

There are a variety of ways our community can come together to support each other in the cleanup and recovery process. 

To Request Volunteer Assistance

Private property owners/managers in need of assistance should contact the Scott County Emergency Management Agency (EMA) Volunteer Hotline to request assistance. The Volunteer Hotline will need a description of the assistance needed, location, and the date/time volunteers are needed when the request is placed.  Once the request is received, the EMA will work to coordinate volunteers with those needing assistance.

The City is currently assembling a calendar for riverfront recreational location debris removal and cleaning needs (LeClaire, Park, Centennial Park, Marquette Off-Leash Dog Park, Recreational Trail, etc.) based on river levels and other factors. 

All of the current opportunities are considered more heavy duty in nature and will require bending and lifting.  The City provides necessary personal protective equipment such as impervious gloves, cotton gloves, comfort/dust mask and other equipment needed to clear debris.  Volunteers will need to wear long pants and closed toed shoes or rubber boots and be prepared to get dirty for a worthy cause.

Due to the recent record-setting flooding, on Saturday, May 11, 2019, the federal government declared Scott County, Iowa, which includes the City of Davenport, a federal disaster area. Per Iowa Code 441.37, this federal declaration automatically extended the 2019 Board of Review Session and assessment protest filing timeframe.

The Mississippi River will continue to drop quickly before leveling off at 16 FT for a few days later this week.  The current river level is 17.47 FT.

Expect announcements on volunteer flood recovery opportunities and road re-opening late Tuesday, May 14th.

Know that FEMA representatives have arrived to the area.  Some of these representatives are interviewing affected property owners and surveying damage as part of the agency’s initial assessment.  These representatives will have identification.  Be cautious of anyone not able to provide proper ID.

Please be patient.  Be aware roads are being opened as quickly as they can be.  Debris and mud have to be removed, and a visual inspection performed for obvious signs of underground utility or pavement failure before roads can be re-opened.  These recovery steps are necessary for public safety. 

When thinking about the time it takes to re-open roads, just think about what adults, kids, and dogs might leave behind in the tub after an active day of work or play.  Now imagine what the Mississippi has left behind in the up to 51 days some areas have been under water.

The Mississippi is dropping quickly.  The current river level is 18.88 FT and is expected to drop below 18 FT late Sunday.  That will mark 51 consecutive days the Mississippi River was at and above 18 FT.

Please be patient as crews continue to re-open roads as the river falls.  Many of these streets will require substantial debris removal and cleaning before they are safe for public use. Structural concerns are possible on roads that have been under the longest.   Find the most current map of closed roads and the flood detour at this link.

Be reminded; although roads are closed, many locations are still open for business.  The city is providing free parking in the ramps, and will not be enforcing the two-hour on-street parking zones through 7 AM, Monday, May 20th, to support pedestrian travel in the Downtown.

And we are off to the races… The Mississippi River is now at 19.36 FT and is expected to drop below 18 FT on Monday, May 13th according to the current National Weather Service forecast.

The Compost Facility will re-open on Saturday, May 11th at 8:00 am.  The facility’s summer hours are 7:30 am to 5:30 pm Monday through Friday, 8:00 am to 3:00 pm Saturday and Sundays, Except Holidays. Compost products will be available for purchase in addition to yard waste drop-off.  Access the facility from Rockingham Rd/Hwy 22 to Wapello to Railroad Ave.

The River’s Edge will re-open to the public on Monday, May 13th. 

Crews are continuing to re-open roads if a visual inspection reveals no issues, and after the debris is removed, and the surface is cleaned.  Intermittent temporary closures will occur along re-opened roads in the weeks to come.  These temporary closures will be necessary for inspection of underground sewer lines, and to perform any needed cleaning or repair.  Find the most up-to-date road closure and flood detour maps at this link.

Wednesday, May 8th - 2:00 PM

The river has receded to below 20 FT, and will potentially drop to 18 FT by Wednesday, May 15th according to the National Weather Service forecast.

Recovery operations will occur across the riverfront as the Mississippi continues to return to more normal conditions in the coming weeks.

As the river recedes, crews are re-opening roads after visual inspection reveals no issues, debris is removed and the surface is cleaned. The public should be aware intermittent temporary closures will occur along re-opened roads in the weeks to come. Temporary closures will occur as inspection of underground sewer lines takes place, and any cleaning or needed repair is performed. 

The City is holding two public meetings to assist commercial and residential property owners in navigating the recovery process.  The first meeting, specific to commercial property owners, will be held at 10 AM, Thursday, May 9th at the Davenport Police Department, 416 Harrison St.  The second meeting, specific to residential property owners, will be held at 6 PM, Thursday, May 9th at the Roosevelt Community Center, 1220 Minnie Ave.

Getting across the river will be a little bit easier.  Access to the Government Bridge on the Iowa side re-opened just a short time ago, and the temporary flood protection on 2nd St at Gaines has been removed.  View an updated street closure and detour map at this link.

Note, that many locations are open for business.  You may have to park and walk a short distance, but they are open.  Call ahead to find out if your favorite spot is open.

Tuesday, May 7th - Flood Recovery Resource Meetings

The City of Davenport is providing guidance to businesses and residents effected by recent Mississippi River flooding.

The guidance (available here) ranges from documenting damages and costs to what needs to be inspected and by whom to return home or reopen a business.

City staff also provided information on sandbag disposal and permit waivers.

For sandbag pick-up call (563) 326-7923 or place a request online at https://yourgov.cartegraph.com. Sandbags must be placed in a pile in the curb line and not obstruct traffic. We will not pick up sandbags we have not received a request for.

For flood property debris removal, coordinate with a private hauler. Know that whether the city or the hauler picks up the material, there are waste separation guidelines for flood debris. Guidance on how to properly dispose of debris was also offered.

For public safety, and to get properties impacted by recent flooding re-occupied or re-opened, the City of Davenport has submitted a resolution to Davenport City Council to waive all necessary and applicable City permit fees for flood recovery and building restoration activities. The waiver of fees shall be contingent upon the completion of a damage assessment by City of Davenport staff or their designee.

Monday, May 6th - 4:00 PM

The river has receded to 21.04 FT as of this afternoon. While the river is currently receding, it is possible the river will rise again based on Wednesday’s rainfall. The National Weather Service will be releasing an updated forecast tomorrow to include predicted rain for Wednesday. 

As a precautionary measure, the City of Davenport encourages all individuals with flood protection in place to keep it in place until more is known about river levels later this week.

Sandbags remain available for delivery to property owners in flood-prone areas where flash flooding and heavy rainfall could have an impact.  Call 563.326.7923 to request sandbags. Deliveries will be made between 7 am and 3 pm.

Use caution when exiting on the Iowa side of the Centennial Bridge overnight.
  Crews will be demobilizing temporary flood protection at this location.  Pumps and traffic control will remain staged as a precautionary measure.

Staff was able to work on some recovery efforts today, removing debris and cleaning portions of River Dr and other areas affected. 

The Redstone Ramp will remain closed until recovery can occur. The Harrison St and River Center Parking Ramps will remain free, and the two-hour on-street parking zones will not be enforced through 7 am Monday, May 20th.

Saturday, May 4th - 5:00 PM

After reaching a record 22.7 FT on Thursday, May 2nd, we are not out of the woods yet.  While the river is receding, which is great news, rain is in the forecast beginning Sunday, May 5th through Wednesday, May 8th.  We are working closely with the National Weather Service and Scott County Emergency Management Agency in monitoring river levels and planning for response and recovery activities.

The current river level is 22.06 FT.

Continue to expect frequent updates on river levels and flood response activities through the coming week.

Staff, and secured support from the National Guard, is continuing to monitor and maintain all flood protection in place.

Third St has been reopened to traffic.

Sanitary sewer overflow conditions continue. Please be reminded to be safe in and near floodwaters.  The public is advised not to drive around barricades, or to walk, swim, or drive through floodwaters; 6 inches of fast moving water can sweep you away.

The area around and within the Ground Transportation Center is not a good place to park and take pictures of current conditions.  Operations and essential services at that facility continue.

Thursday, May 2 - 4:45 p.m.
The Mississippi River is in record crest territory, currently at 22.68 feet with a forecast crest of 22.7 later tonight.

Record levels flooding of the Mississippi River are impacting the Water Pollution Control Plant and has now reached its capacity. We are seeing surcharge in the main lines. With the approval of the Iowa Department of Natural Resources, the pumps deployed near the sewage systems along the Mississippi River are pumping sewage into the rivers. Without this, serious backups would take place throughout the Iowa cities along the river. Officials are trying to find other relief mechanisms and will employ them as soon as possible.

The river levels are expected to remain high during the crest and after. The following flood safety tips will help you remain safe during this time:

Do not walk, swim, or drive through flood waters; 6 inches of fast moving water can sweet you away.

Do not drink, cook, or wash clothing with flood waters.
Stay away from downed power lines.
Be aware of slips, trips, and falls near flooded areas.

Be aware that the potential for flash flooding exists near rivers and streams.

The Salvation Army has extended the dates for the donation center at the Mississippi Valley Fairgrounds to accept items for residents displaced by the Mississippi River flooding from 10 a.m. to 4 p.m. on Friday at Mississippi Valley Fairgrounds.

The Salvation Army will be accepting the following donations: Water, non-perishable food / packaged snacks, Gatorade/Powerade, new blankets, new pillows, towels/wash clothes, comfort kit items like shampoo, razor, tooth paste, tooth brush, bar soap, deodorant (men's and women's).

Donations can be dropped off at the Belgian BLVD entrance, Building #6/7.



Wednesday, May 1 - 8:00 PM

City staff observed water bubbling from under the pavement outside of the City of Davenport’s Union Station just a short time ago.  The river has infiltrated the ground and pavement surrounding the facility inside of the flood barrier. 

No individuals are impacted. 

Recovery from flooding on the lowest level will be necessary after the river recedes.

Tenants have been notified.


Wednesday, May 1st - 6:00 PM

The Mississippi River is expected to crest sometime overnight at 22.4 FT.  After cresting it will be a few days before the river begins to fall.

A media briefing was held earlier this morning regarding ongoing flood response. Details regarding the flood barrier failure on River Dr at Pershing was discussed.  Assistance is being provided to impacted individuals seeking assistance.  




The traveling public should be advised 2nd St, and many streets south of 2nd St, remain closed to through traffic between Division and Iowa Streets. Some local businesses are accessible using north/south streets; however many have voluntarily closed, call ahead to make sure the location you wish to visit is open and accessible.

Two-hour on-street parking, the River Center and the Harrison Street parking ramps are not going to be enforced until 8 a.m. Wednesday, May 8th.

Traffic from the Government Bridge should exit via the Moline side, 2nd St is not accessible. Access to 2nd St will be restored when river levels fall.

The Centennial Bridge remains accessible.

Sanitary sewer overflow conditions continue near the riverfront. Sewer backups at locations near the riverfront are possible.

Public Works staff continues to monitor the integrity of flood protection along the riverfront and is reinforcing when necessary.  Many other departments and agencies are supporting flood response and recovery efforts.

The flood barrier on River Dr failed at Pershing late this afternoon. The area of Pershing, Iowa and 2nd St is inundated with water.

For public safety,

  • Access to all streets between Main and Iowa Streets south of 2nd St is restricted to city vehicles and equipment only. 
  • 2nd St is closed to through traffic between Division and Iowa Streets. Some local businesses are accessible using north/south streets; however many have voluntarily closed, so visitors may want to call ahead to make sure the business is open.

Individuals impacted by the breach, and who wish to evacuate, are being assisted with evacuation and sheltering. Find details at https://www.scottcountyiowa.com/ema.

Traffic from the Government Bridge should exit via the Moline side, 2nd St is not accessible. Access to 2nd St will be restored when river levels fall.

The Centennial Bridge will be reduced to one lane when exiting on the Iowa side.  Flood barriers are being placed east and west of the bridge on 2nd St to ensure access to the bridge remains available.

Public Works staff continues to monitor the integrity of flood protection along the riverfront and is reinforcing when necessary.

Multiple departments and agencies are responding to flood conditions. The public can assist current conditions and help prevent localized street flooding by:

  • Not driving through flooded roadways,
  • By clearing off storm drains covered with debris when they feel safe to do so.

Monday, April 29th - 3:30 PM

The river came up quickly over the weekend, and the crest has been revised significantly since our last update.  The Mississippi is now predicted to crest at 22 FT on Wednesday, May 1st.  The current river level is 21.16 FT.  The National Weather Service has advised it is possible this crest will be revised higher based on rain in the forecast for tomorrow, Tuesday, April 30th.

W 2nd St is now closed to through traffic between Division and Brown Streets. Some local business is accessible using north/south streets in this area. The Centennial Bridge can be accessed from 3rd St, 4th St, and Gaines St. 

The Government Bridge can be accessed using 2nd St east of Harrison and Brady. 

The Freight House Farmer’s Market will be hosting the opening weekend of the outdoor Farmer’s Market in the parking lot of the Scott County Administration Building located at 600 W 4th St.  Market hours at 8 am to 1 pm on Saturday, and 10 am to 2 pm on Sunday.  Other businesses located at the Freight House businesses are temporarily closing.

  • Access Centennial Bridge from 3rd, 4th and Gaines Streets.
  • W 2nd St is mostly closed between Division and Brown Streets.

Friday, April 26th - 10:30 AM

Its official, we have broken another record this year, this time for the number of days at major flood stage. As of today, Mississippi River levels have been above 15 FT for 43 days in Davenport, and it doesn’t sound like we will drop below 15 FT to action stage any time soon. 

The current river level is 18.91 FT.  At this time the Mississippi is expected to crest at 20.5 FT on Tuesday, April 30th.  The National Weather Service, however, cautions the river could reach around 21 FT depending on the amount of precipitation that falls in the coming week.

As a reminder, the River’s Edge and the Compost Facility will temporarily shut-down operations for a second time at the end of the today, Friday, April 26th.  Re-opening will occur when the river level drops below 19.5’ once again.

The River Bandits is hosting games beginning today. Check their website for game schedules.  If you plan to go to a game, you will need to park on-street or in one of the city’s parking ramps.  Consider carpooling. Be reminded not to drink floodwater or to play, wade, walk, bike or drive through floodwater.  Floodwater can carry unseen hazards such as debris and bacteria.

The current closures on River Dr will remain in place until river levels fall below 18 FT and recovery can begin.

As previously forecasted, the Mississippi River is back on the rise.  After falling to 18 FT today Tuesday, April 23rd, the river will be back on the rise. At this time, the National Weather Service forecast indicates the river will begin rising again late Wednesday, April 24th, reaching around 20.6 FT on Monday, April 29th, and possibly push a bit higher through May 1st.  Staff is prepared to respond as the river rises.

Of significance, the River’s Edge and the Compost Facility will temporarily shut-down operations for a second time at the end of the day, Friday, April 26th.  Re-opening will occur when the river level drops below 19.5’ once again.

Yard wastes may be dropped off at the Scott Area Landfill located at 11555 110th Avenue (County Road Y-48), beginning Saturday, April 27th until flood waters recede. Drop off hours at the landfill will be 7 am and 4 pm, Monday through Friday, and 8 am to Noon on Saturday.

Flood update Friday, April 19th. The National Weather Service has issued information on projected rises in river levels beginning late next week.  While the river will fall in the short term, it is expected to rise again, potentially cresting between 19.5 and 21 FT sometime between April 27th and May 1st.

Due to projected rises, road closures along River Dr will remain in place. 

Planned openings at the River's Edge and the Compost Facility will occur as scheduled on April 22nd. Temporary re-closure of these facilities may be necessary the week of April 27th if river levels remain projected to exceed 19.5 FT.

We encourage all residents to maintain current flood protection they may have in place due to the potential for river rises to between 19.5 and 21 FT the week of April 27th.

The Mississippi River has gradually dropped over the past week to 19 FT.  Current National Weather Service projections indicate the river will continue falling into next week, possibly reaching 18 FT next week.  However, the National Weather Service also cautions the current forecast does not take into account rainfall (and runoff) from weather events 24 hours or more out, or snowmelt still making its way down the river.  Expect the river to remain higher than usual for at least a few more weeks.
 
Current closures on River Dr will remain in place through this week.  Re-opening of some sections is possible early next week. 
 
Of note, the River’s Edge will re-open on Monday, April 22nd, the Compost Facility will re-open at Railroad Ave beginning Monday, April 22nd, and the Freight House will host an indoor Farmer’s Market and an Earth Day event on Saturday, April 20th.

The Mississippi has dropped to 20.11 FT.  At this time river levels are expected to drop slightly and hover just above 19 FT through next week.  A recent National Weather Service report also indicates another rise in river levels should be expected into the weeks ahead.

Of note, a Disaster Proclamation for Scott County has been issued by the State of Iowa. The Mississippi has reached 20.58 FT.  Currently, the river is expected to slowly fall back to 20 FT later in the week, possibly reaching 19 FT by next week.  Only time will tell if the river will continue to fall, as a recent National Weather Service forecast indicates the region may see unsettled weather and heavy rain the following week.

As we continue into the week, please be reminded River Dr should not be used for through traffic.  The best east/west routes are Kimberly and Locust. Use north/south streets to access locations on the riverfront.  Know that you may have to park and walk to those locations.

In addition to closures placed in the City of Davenport, the City of Bettendorf has closed River Dr east/westbound at Forest Rd, 6th and 8th Streets.  

Semis should use detours provided: I280/I80, Kimberly, and Locust.
 
Portions of River Dr can be used to access the local businesses that remain open.
 
If you need to access locations near the riverfront use Locust or Kimberly to a north/south street.  Be aware you may have to park and walk to some locations.

Thursday, April 4th - 2:00 PM

The Mississippi River is currently at 19.61 FT and predicted to crest around 20.4 FT on Sunday, April 7th.  

Traffic control is changing. River Dr/Hwy 61 is being closed between Rockingham Rd/Hwy 22 and River St (just east of Mound). Bettendorf may close River Dr at 6th St in the coming days. Portions of River Dr can be used to access the local businesses that remain open.  River Dr from Tremont to Concord closed to through traffic.  Please do not drive on flooded roadways. The best east/west routes to take are Locust, and Kimberly. 

In addition to road closures, the River’s Edge has closed until flood waters recede, and the Freight House Farmer’s Mark is hosting a POP-UP market this weekend. Find details below.

Significant changes will occur today and tomorrow as follows.

Changes to the flood detour are currently being placed.  River Dr/Hwy 61 is in the process of being closed between Rockingham Rd/Hwy 22 and Bridge Ave.  View the updated detour map at this link. 

The public should note, a flood detour is likely along the riverfront in Bettendorf later this week.  Crews will also be monitoring conditions at Mound and River Dr.  The current detour will be modified should Mound need to be closed at River Dr.

The Mississippi is currently at 18.28 FT after reaching 18.53 FT earlier in the week.  The river is expected to begin rising again early next week, reaching 19.4 FT by Thursday, April 4th, and forecast to continue rising through the following week or the week after.

At this time the National Weather Service forecast indicates we have a 50 to 75% chance of reaching river levels of 20 FT and a 25 to 50% chance of reaching levels of 22 FT in the coming weeks. 

Staff is preparing for our next spike in river levels, monitoring conditions and implementing flood measures as the river rises. 

The public will notice changes at Union Station and the Compost Facility next week.

The Mississippi River bumped up a bit further, and is now predicted to crest yet today at 18.5 FT.  After reaching 18.5 FT, the river is then predicted to drop to around 18 FT and hover that height for a few days, before going back up. River levels are expected to remain high through April.

The current river level is 18.49 FT.

There have been no changes in flood measures since our last update.  Find a detour map under Roads below.

Crews are monitoring river levels and are prepared to respond, as needed, to changing river levels.

The previously forecasted river crest has changed, the Mississippi is now predicted to crest at 18.2 FT on Monday, March 25th and hover 18 FT after cresting.  The National Weather Service has indicated to expect river levels to remain high through April. 

The current river level is 17.95 FT.

Due to the change in river level, River Dr is now closed between Division St and Bridge Ave.  Westbound River Dr is being detoured north on Bridge Ave.  Eastbound 3rd St is being detoured north on Iowa St. 

Crews continue to monitor river levels and are prepared to respond, as needed, to changing river levels.

After a brief drop to around 16.3 FT, the Mississippi is back on the rise.  The current forecast indicates the river will reach 17.6 FT on Saturday, March 23rd.  After reaching 17.6 FT, the river is then predicted to hover above 17 FT going into the week.

Current flood measures will remain unchanged.  Changes in flood measures will only occur when the river either drops below 15 FT or rises above 18 FT.

Crews are monitoring river levels and prepared to respond, as needed, to changing river levels.

The City of Davenport has become aware many boaters are electing to launch from the entrance to Credit Island.

It is illegal to launch from park locations not designated for boat, raft, or other watercraft use (City Code 12.72.060).

The public participating in these activities does so at their own risk, the risk of others, and the risk of fine.

It has been quite a week.  The National Weather Service did emphasize river levels could fluctuate and are likely continue to do so in the coming weeks.

The Mississippi River ended up cresting at 17.17 FT on Sunday, March 17th and is currently at 16.75 FT. 

At this time, the river is expected to drop a little further this week and hover around 16 FT for a short bit before going back on the rise later in the week.

Currently placed flood measures will remain in place; additional measures will be implemented as needed based on future river forecasts.

The City remains open for business.  However, getting around the Downtown this weekend for St. Patrick’s Day will be a little challenging.

The current river level is 15.22 FT and expected to reach 18 FT on Sunday, March 17th, and 18.4 FT on Tuesday, March 19th.

The National Weather Service has emphasized river levels are fluid.  Early estimates are that we may see some movement lower/higher in the coming weeks, and that is likely we will see river levels of 20FT or more in late March, or early April.

Flood measures are being installed in alignment with predicted and actual river levels.

It is likely River Dr will remain closed to through traffic between Division and E 3rd St for several weeks.  Some locations along River Dr will remain accessible from north/south streets in the short term, however, if river levels rise above 20 FT, will become inaccessible.

If you venture downtown this weekend be alert for temporary closures on 3rd and 4th St for the St. Patrick’s Day Parade, Race and Festivities.  Parking will be free in the city’s ramps from 8 am to 4 pm, Saturday, March 16th to assist with event parking.

Obey traffic signs. Do not drive around barricades. Traffic control is placed for your safety and the safety of others.

City staff is carrying on normal operations, including pothole filling, while the following flood measures are installed.

The current river level is 12.65 FT and expected to crest at 18.1 FT on Sunday, March 17th, which is an approximately six-foot rise in less than three days. The river will fall slightly after cresting; however, will remain on the high side before rising again in another week or two according to current National Weather Service estimates.

Some activities will take place near the riverfront this weekend.  Please be reminded floodwaters are hazardous.  For your safety, and the safety of others, do not play, wade, walk, bike or drive through flood water.

Downtown Davenport will be a maze of closures due to flooding and the St. Patrick’s Day parade, race and other festivities.  Be sure to check the map before heading out and to obey barricades and other posted signage for the safety of everyone.

The City has sandbags available to property owners impacted at currently predicted river levels between 17 and 18 ft.  They can be picked up between 7:30 am and 2:30 pm through Friday, March 15th at our Marquette Facility located at 232 Marquette St.

A record winter, rain in the forecast, and significant melting in the forecast have rivers predicted to rise quickly.  The current Mississippi River level is 8.9 FT.  The river is predicted to reach 13 FT Friday, March 15th; 16 FT Saturday, March 16th, and crest at 17.5 FT on Sunday, March 17th.

It is likely we will see higher than normal river levels now through May.

Due to predicted river levels, the city has activated its flood plan.

Following are some important items to note as we head into the weekend.
  We will issue another flood update on Thursday, March 14th. 

A separate release will be made tomorrow reference access to sandbags for properties affected at predicted river levels.

City Administration and Public Works participated in a second National Weather Service Spring Flood Outlook Briefing on Thursday, March 7th. There is a 90% chance the city will see moderate flooding (15 to 18ft), a 75 to 90% chance the city will see flooding at levels reaching 20ft, and a 50 to 75% chance of seeing river levels reach 22ft around mid-April.

The probability of reaching record river levels is not taken lightly, and staff is preparing for what is to come.

Public Works participated in this afternoon’s National Weather Service Spring Flood Outlook Briefing.   There is a 95% chance the city will see moderate flooding (15 to 18ft), and a 50% chance for major flooding (above 18 ft) this spring.

The National Weather Service reported considerable run-off is likely in the weeks ahead due to lower than normal temperatures and more chances of precipitation in the coming weeks, combined with saturated soils and a higher than normal frost depth.

Residents can assist with localized flooding impacts by ensuring sump pumps are in working condition, and clearing off storm drains that may be covered by ice or other debris.

As part of standard operating procedure, Public Works reviews the flood plan and available resources in February in preparation for flood response in the coming year.

It has been an interesting winter weather season that is sure to bring us an interesting spring. For public works this means a busy spring responding to snow/ice/sleet, filling potholes and placing flood control as needed.

Public Works’ monitors creeks and river levels year round and is prepared to respond to conditions that may arise.
