Engineering & Capital Projects

The Engineering and Capital Projects Department provides professional civil engineering, design, infrastructure planning, and construction management services for publicly owned vertical and horizontal infrastructure, such as city facilities, sewers, and streets. 

Managing infrastructure design, planning, and construction includes review and inspection of private utility work in the public right-of-way, and long-range planning and compliance with sanitary and stormwater system management and regulations.

Traffic Engineering

About Us
Traffic control devices are used to protect the traveling public and to safely and effectively guide road users and pedestrians alike.   The City of Davenport’s Traffic Engineering Department is responsible for ensuring effective traffic control is provided within the City.

For Contractors

Contractors, or their designee, must submit an application to close a road or reduce travel lanes in the right-of-way at least three business days in advance of the closure unless emergency conditions exist.  Work cannot commence until the application is approved.

Infrastructure & Capital Improvement Planning

The Engineering and Capital Projects Department is committed to the continuous improvement of our city’s infrastructure networks. Before prioritizing and planning improvements, several factors are taken into account, including the condition of assets, their life cycle, safety considerations, regulatory requirements, and available funding, among others. Using this information, the Department identifies each year’s Capital Improvement Projects based on available funding, feedback from various departments, and the goals set by the City Council. 

Maintaining, managing, and planning infrastructure requires a lot of data. 
To help, the city uses a robust Geographic Information System (GIS) to track and monitor the condition of all city assets like streets and sewer lines. This helps to prioritize improvements and plan for activities that maintain or modernize the city’s infrastructure. 

While this data is helpful for monitoring, maintenance, and planning, it can also be useful for residents and businesses.

Annual Programs

The Engineering & Capital Improvement Projects Department manages multiple programs to improve the city's infrastructure. While the bulk of the programs are for infrastructure such as streets and sewers, some programs support property owner and neighborhood improvements through cost-share programs.
