If you disagree with the Assessor's estimate of value please consider these questions before proceeding:

  • What is the actual market value of my property?
  • How does this value compare to similar properties in the neighborhood?

Additional actions may include:

  1. Visit the Assessors Office with questions about the assessment of your property (anytime)
  2. Request an informal review (April 2 - April 25)
  3. File a written protest with the Board of Review (April 2 - April 30)


Informal Review

Property owners protesting their assessment can request an informal review and work directly with the Assessor’s Office.

This gives property owners an opportunity to try to reach an agreement with the Assessor’s Office if warranted, and handle at the lowest level at no extra cost to the property owner. This also, prevents owners from having to file a protest with the Board of Review.

If an agreement is met during the informal review period but the property owner decides to protest to the Board of Review, the signed Informal Review Agreement will be null and void and original assessment value will be used for Board of Review.

To assist the Assessor, owners should be willing to or provide any of the following:

  • Schedule an interior inspection with our appraisal staff.
  • Provide any recent appraisal(s).
  • Proof of any inaccurate data.
  • Reasons assessed value is inaccurate. (Would your property sell for the currently assessed amount?)
  • Any other proof requested.

The informal review process is April 2 - April 25 annually.

Protesting to the Board of Review

In a reassessment year, a property owner may protest an assessment for one or more of the following reasons:

  • The assessment is not comparable to others with similar properties.
  • The property is assessed at more than its actual value.
  • The property is exempt from taxation.
  • There is an error in the assessment.
  • The assessment is fraudulent.

Board of Review protest dates are April 2 - April 30 annually. Board of Review hearing dates are May 1 - May 31.

To assist the Board of Review, owners should bring four copies to each to their hearing:

  • Any recent appraisal(s).
  • Proof of an inaccurate data.
  • Reasons assessed value inaccurate.
  • Potential comparable properties that recently sold in area.
  • Any other documented proof to back their claim

If you are not satisfied with the decision of the Board of Review you have two appeal options:

  • Before going on to the District Court or State Appeal Board you MUST file a petition to the Board of Review (see above)
  • Appeal to District Court within twenty (20) days after May 31 or from the date that the Board adjourns, whichever is the latest.
  • Appeal to the State Appeal Board within twenty (20) days after May 31 or from the date that the Board adjourns, whichever is the latest. Visit the State Appeal Board at: http://paab.iowa.gov external link.
